
The transfer and hosting regulations are annual instructions issued by the Ministry of Higher Education and Scientific Research in Iraq to regulate student movement between universities and colleges, achieving academic balance and taking into account students' social and economic circumstances.
First: Transfer Regulations
Transfer is the transfer of a student from one university or college to another. It is permitted under specific conditions, including:
The major to which the transfer is requested must be similar or comparable to the original major.
The student must not have failed the academic year from which they wish to transfer.
The application must be submitted within the period specified by the Ministry annually.
Approval from both universities (the one from which the transfer is made and the student is transferring to it) and a vacant seat is available.
Transfer between colleges and universities within Baghdad Governorate is prohibited, except in special cases approved by the Ministry.
Transfer to and from colleges outside Baghdad is permitted, provided justification and vacant seats are available.
Second: Hosting Regulations
Hosting refers to a student's temporary study at a university other than their original university, and is:
Full-time (for a full academic year).
Partial (for one semester).
Hosting is subject to the following conditions:
The student must be a continuing student and not expelled.
There must be acceptable reasons (such as security, health conditions, or a change of residence).
Approval from both universities.
It must not affect the balance of student numbers between universities.
Additional Notes:
Transfer or hosting between morning and evening admissions, or between public and private education, is not permitted, except in special cases determined by the Ministry.
Applications for transfer and hosting are made electronically or via official forms within the period announced by the Ministry.
